A general work at height programme covering the safe system of work itself — access, edge protection, equipment and behaviour — rather than one specific piece of equipment.
Work at height is safest when the system of work is right before any single piece of equipment is considered. This general programme looks at the job as a whole: how people get up, what stops them falling, and what changes when the weather, light or site conditions do.
It follows the principle of fall prevention before fall arrest. Collective measures such as edge protection and guardrails come first, personal fall protection is used where they are not possible, and the work is coordinated with anyone working below.
